[Css-csts] Proposed Tier-2 FRs

Attached is a slightly updated version of the fr-work-table spreadsheet with my recommendations for what to include in Tier-2. The updates are:

a)      Inclusion of a new TC PLOP, Sync and Channel Decode FR, which would be needed to support the processing of return-link variable-length USLP frames (which are now supported by RAF, RCF, and ROCF)

b)     Moved the D-DOR Receiver/Formatter FR and Open Loop Receiver/Formatter FR to the Physical Channel stratum

c)      Propose including the D-DOR Receiver/Formatter FR and D-DOR Raw Data Store FR in Tier-2

At our last telecon, we stated that we would address the next tier of FRs to be developed for the FRM at the Fall Workshop, but that if we had any ideas we could exchange them beforehand.

Attached is my proposal for the next set of FRs to be developed. Essentially it consists of the "upper" FRs of the various space data link protocol stacks (TC, AOS xmit, VLF USLP xmit, FLF USLP xmit, TM/AOS rcpt, VLF USLP rcpt, and FLF USLP rcpt) and FSP TS Provider. My goal in proposing these FRs is (a) to complete the SDLP FR Sets and (b) get maximum benefit from whatever time Wolfgang has to work on FRs before the end of December. Although there are quite a few SDLP FRs, there is a lot of similarity among the protocol stacks and I think that we can develop and use shared FR templates across the protocol stacks.
