[Css-csts] Spring Meeting Planning

Dear CSTS WG Colleague,
For the Spring Meeting I am planning for the CSTS group to meet for four 
days From Monday to Thursday (included), basically like the Fall Meeting. 
These four days should provide enough time to discuss our remaining 'big 
topis', the Functional Resources and the upcoming Service Control.
