[Css-csts] updated FR work table spreadsheet

CSTSWG colleagues ---
I have updated the FR work table spreadsheet (attached) to reflect the current status of the FRs and their names, etc., as they appear in the SANA Registry and/or the FR Reference Model draft (White) Magenta Book. I have added columns for FR Stratum and FR Set, and added indices (e.g., "1-Aperture"), and sorted the table so that it's arrangement now mirrors the FRM and FR Reference Model. The Tier-1 FRs that have been entered into the Candidate FR Registry are marked in Green. Two FRs that have been deleted - TDM Sink and Moniotored Data Collection - are marked in red.
