[Css-csts] Agency Review of CSTS SFW and CSTS Forward Frame

Dear CSTS WG Colleagues,
The CSTS SFW and CSTS FF books are out for Agency Review, this is a great 
achievement for the group.

Please feel encouraged to support the review within you agency. 
Furthermore, if you could 'early-inform' either by a timely submission or 
other means our book captains John and Wolfgang about upcoming RIDs, the 
RID resolution process could be streamlined.
