Dear Erik,
My reply was based on the last sentence of your resolution stating:
“…REQUESTS that the CCSDS Secretariat initiate polling for project
creation”
The wording for that part of the resolution should have been , e.g. :
“and REQUESTS that the CCSDS Secretariat initiate polling for project
creation approval by CMC”
given that the Draft Project had been created in CWE (like you did). The
relevant link should have been provided together with the resolution.
Concerning the Concept Paper, I am fully aware that it was addressed at
the CESG meeting in Berlin, notably the issue with the “should” (not
“shall”) in the Org and Procs books.
However, I consider that the changes to the CSTS Framework cannot be
regarded as routine review, therefore I still recommend that a Concept
Paper gets produced.
The fact that the CMC has been briefed on this upcoming new project is, in
my view, not suitable to help them in the approval decision. In fact,
that kind of info is provided for many (granted, not all) new projects
during a CMC meeting, and I assume it would not be easy for CMC members
to go back to the presentation(s) from previous meeting(s). The Concept
Paper, instead, will be available to the CMC at the time of the Poll,
providing all Project’s information. Also, the Concept Paper establishes
the “boundary” of the changes, such that, after the project has been
initiated, one cannot inject other changes that had not been agreed
up-front (not happening normally, but sometimes it does).
That said, I think that a Concept Paper – in the way it is envisaged in
the Org & Porc - can be produced in one hour of work by the author of the
book, and it may consist of just one/two pages of text (see contents of
Concept Paper at 6.1.3.2.1 of Org & Proc) . Consequently, the effort
required for producing that paper is not competing with the resources
required for other activities.
Last (but not least) the kind of discussion we are having confirms what
was addressed at the Berlin meeting, that is, there may be changes
required to the Org & Proc in order to come to a formulation of Concept
Paper’ s requirements that will be shared by all CESG members.

The draft project already exists (it was created on October 23rd) and can

The new project requires no resources as the work is already done. Per
the description in the draft project: “Updates needed to the CSTS
Specification Framework (SFW) for supporting Forward Frame CSTS. This is a
pink sheet/pink book update project. Per 2018 Spring Meetings and as noted
during CESG report to CMC, prototyping for frame work updates will be
covered by FF-CSTS prototyping.” The milestones are for the usual CCSDS
review and publication cycles.
The Org and Procs books does not require a concept paper. Here is what
it says (“should”, not “shall”)
“…6.1.3.3.5 Concept papers defining new projects should be submitted to
the AD as part of the project approval process and should be included with
the materials provided during CMC polling…”
The CMC has been briefed on this as reported at the Spring 2018 meetings
and also at the Fall 2018 meetings. (Please see discussion about
utilizing the FF-CSTS prototype to support prototyping the modifications
need in the CSTS SFW – especially in the Spring 2018 presentation to CMC).
Granted, this is technically a new project, but not conceptually. I did
not and do not think that updates to support FF-CSTS merit a concept paper
as this is not defining any new concept, but rather technical adjustments
to allow support for the behavior required for FF-CSTS. Therefore,
assuming I have some discretion as an AD, my choice is not require this
additional effort. If you wish, I shall ask the working group chair to
prepare a concept paper to submit to me so that I may review it per the
Org and Procs as indicated above. Please be advised that in the end it
is CMC that approves projects, not CESG – as such I do not want to presume
that CMC really want to read a concept paper. I think a more productive
course of action will be to ensure that currently in progress CSTS concept
book has whatever minor sentence or two is needed. Please advise if
you still wish to have a concept paper.

Dear Erik,
you should first create your draft project in the CWE Framework. The
Project shall, between others, identify the resources required for the
project - in your case, the resources have already done the editing work.
The dates for the various milestones shall be put very close to each other
for the part of the work that has already been done. Once completed the
editing work, the Book will be submitted to Agency Review (I assume this
will be the Blue Book 2.). The relevant dates shall also be entered in the
draft project.
Also, you should determine if the new project requires resources for
prototyping - depending on the kind of changes, it may be required to do
delta-prototyping
Once the draft project has been created, it will be submitted to poll for
CMC approval ( not CESG).
Notice that every new project shall be be complemented by a "Concept
Paper", as prescribed in the Org & Proc book,

This shall be a concise piece of text, to outline the nature of the
changes. Also, it shall explain if, depending on the envisaged changes,
prototyping is - or is not - required.
In your resolution for CMC approval, please provide :
- the link to the draft project
- the Concept Paper, to make it available to the CMC to support their
decision.

CSS-R-2018-11-001, Resolution concerning project creation for update of
Cross Support Transfer Service – Specification Framework
The CSS Area,
CONSIDERING that the CROSS SUPPORT TRANSFER SERVICE – SPECIFICATION
FRAMEWORK, CCSDS 921.1-B-1, (“the recommendation”) is a published
recommended standard of CCSDS;
and RECOGNIZING that the recommendation is the basis for Cross Support
Transfer Services and therefore must be revised as new required service
capabilities are identified;
and RECOGNIZING that the CSTS WG has completed revisions for the
recommendation to support new service capabilities identified for the
Forward Frame Cross Support Transfer Service;
and NOTING that, per the formal procedures of CCSDS that a project for
updating the recommendation is needed;
RESOLVES to create the formal project for update of the recommendation;
and REQUESTS that the CCSDS Secretariat initiate polling for project
creation.
