[Css-csts] Minute of Meeting from Spring Meeting 2017 - Final version

Dear CSTS WG Members,
the final version of the Minute of Meeting from the San Antonio meeting 
has been uploaded to the CWE at  :

Notice, that the MoM  has been enhanced with the minute of the splinter 
meeting held by Wolfgang Hell and Tim Pham about the Forward Frame CSTS 
(Section 11).

As per MoM, the Working Group Teleconference will take place on 13 July.
