[Css-csts] Final final version of the SFW

Dear CSTS WG Members,

I have just uploaded a new version of the SFW document that contains 
minor modifications as follows:

- The value specified for the implicit P-Field in case of time with a 
resolution of picoseconds has been corrected to 42 (hex);
- The misnomer of the type used for time tags with a microsecond 
resolution has been corrected. It is now TmeCCSDSMicro (used to be 
TimeCCSDSMilli);
- The type TypeAndValueComplexQualified has been made extensible to add 
flexibility in case the options supported by the existing types prove 
not to be sufficient, e.g. when the most suitable representation of a 
monitored parameter would be a table, i.e. a SET OF SEQUENCE OF 
TypeAndValue.
