[Css-csts] SLE Pink Books uploaded to the CWE

Dear CSTS WG Members,

I have now completed the updates of all five SLE Books and uploaded them

Except for the FSP Book, of which I had not uploaded an updated version 
before, the other books do not differ much from the versions that I had 
uploaded earlier this year except that
- now the ASN.1 should be final and consistent between the five books 
(however, the updates have not yet been through a compiler)
- the annexes discussing production status and its impact on the service 
behavior have been revised in accordance with a related comment from 
John who rightly pointed out that requirements in a normative annex 
should not be hidden in notes.

What is pending is agreeing on a resolution of another comment submitted 
by John where he raises the question if and how we need to capture the 
nominal PLOP behavior in the sense that the CMM transitions triggered by 
certain space link events should be documented. John and I have made 
plans already to discuss that topic perhaps over dinner and we will then 
share our ideas with the CSTS WG.
