[Css-csts] Updated draft TD-CSTS on CWE

I have updated the TD-CSTS book and placed it on the CWE at URL

The major changes in this draft are:

-          Alignment with the latest version of the CSTS SFW,

-          Addition of a refined Information Query procedure to allow the service user to retrieve the current values of production status and the configuration parameters of the TD-CSTS procedures,

-          Addition of a refined Notification procedure to allow the service user to immediately receive production status notifications (instead of waiting until they come out of the TDM Recording Buffer when the service is in complete mode).

These last two updates have raised some interesting questions about the TD-CSTS and the CSTS SFW procedures on which it is based. I'll be prepared to talk about these questions next week.
