[Css-csts] Further Updates of the RAF Pink Book

Dear CSTS WG Members,

In response to some comments kindly provided by John, I have implemented a
few further changes and uploaded the resulting new version of the RAF Pink

The updates in brief fix the following issues:
- In a few places only Reed-Solomon coding was mentioned where Reed Solomon
and LDPC needed to be addressed.
- The language in section 2 which by definition is informative rather than
normative was incorrect in that in a few places the word "shall" was used.
- The state table and the specification of the RAF-UNBIND operation were
inconsistent in that the latter still left it an implementation choice if
further to an UNBIND invocation with unbind-reason = 'end' the service
instance would be deleted, while the state table made such deletion
mandatory.
