[Css-csts] Data Processing procedure Version 10

Dear Members of the CSTS WG,

First a Happy New Year to all of you!

I have uploaded version 10 of the simple Data Processing Procedure to the CWE Folder
Cross Support Services Area (CSS) > Documents > CSS-CSTS > CWE Private > Working Materials > DPP Working Papers.

I hope I have implemented all changes that have been agreed on the last teleconference but I would be grateful if this could be verified as I have not noted down everything and in a few cases had to rely on my memory. There is still one open point in the state table but I did not want to further delay distribution.
