[Css-csts] SCDP question (new sequence)

Hi,

Suppose the following communication occurs:

User:  START-invocation  first-data-sequence-counter = 0
Provider:  START-return  positive return

User:  PROCESS-DATA-invocation  data-sequence-counter = 0
Provider:  PROCESS-DATA-return  positive return

User:  PROCESS-DATA-invocation  data-sequence-counter = 50
Provider:  PROCESS-DATA-return  negative return 'out of sequence'

User:  PROCESS-DATA-invocation  data-sequence-counter = 51


What is proper Provider response?

Keep in mind section 1.1.4.2.4, which says:
"The Service Provider shall verify that the value of the data-sequence-counter parameter in the PROCESS-DATA operation is equal to the value of the data-sequence-counter parameter in the previous PROCESS-DATA operation incremented by one."
