[Css-csts] comment on the Buffered DP Procedure

Hi,

For event #1 in the BDP state table, the latest version of the BDP seems to have the actions correct except that the action shown for State 1 should be moved to State 2, and the actions shown for State 2 should be moved to State 1.

i.e. a Start-Invocation is accepted in State 1, not State 2.
