[Css-csts] CSTS Procedure termination

Dear Working Group,

During our teleconference today, I was asked to send a note about one of John Pietras's comments.

I think that John raises a good point in questioning whether "complete any pending returns" should be part of a procedure's response to a 'terminate procedure' event.  The 'terminate procedure' event occurs when the Provider receives an Unbind-invocation and when a Peer-Abort is initiated.  In both cases, no more "work" is to be done; just release resources and die.   So, I don't think there is a need to complete any pending returns.
