[Css-csts] Functional Resources and Object Identifiers - Framework Updates

Dear all,
Following our last teleconference, I updated the Annex C covering the
following changes:
   ·	Under the Framework, a new branch called ‘frameworkIdentifiers’ to
      register parameters, events and directives that belong to the Framework
      (this branch was previously named 'eventsId').
   ·	Under the branch 'frameworkIdentifiers' we only have framework events
      registered (no parameters and directives). Under that brancj the NOTIFY
      operation events and the Buffered Data Delivery procedure events have
      been registered.
   ·	Whenever a Framework event is to be used / transferred, it shall be
      transferred together with the Functional Resource type and instance of
      the service invoking it.
   ·	The ‘publishedIdentifiers’ are now divided into two branches:
      crossSupportFunctionalities’ and ‘agenciesFunctionalities’.

In addition and in order to verify the approach, I extracted the Monitoring
Data Service scenario and wrote an implementation document using the Object
Identifiers presented during the Spring meeting in Darmstadt.
The resulting document is called “Operational Scenario Implementation”. That
document also contains a few comments/questions which I would appreciate to
get answered:
   ·	John asked to maintain the optional Functional Resource type when
      identifying a parameter, a list ... Based on this new document I think
      the Functional Resource shall not be optional.
   ·	This document could be used as initial specification for the Monitoring
      Data service prototype to come.

I updated the list of monitored parameters (“20120517 CCSDS Candidate
Monitored Data OID Representation.xls”) to remove the Framework events and
add the Monitoring Data service published identifiers OIDs.

Finally, I updated the Object Identifiers presentation to reflect the latest
changes: “20120517 Object Identifiers - Framework Annex C - After Spring
meeting.ppt”

I uploaded the four documents on the CWE web site under “CWE Private/ Working
Materials/Functional Resources”:

I updated the procedures (but not yet uploaded) to reflect the changes and I
am nearly ready to start the work on the ASN.1.
If necessary we could organise a teleconference to review the changes. Please
let me know your opinion.
