[Css-csts] Framework - Return Specifications

Dear all,
I uploaded the Framework document under the "CSTS Framework and concepts" 
folder:
"921x1r2[Draft 201206] - in work Return Services 02": Word version with 
track changes;
"921x1r2[Draft 201206] - Return Services 02 on CWE for comments.pdf": PDF 
version without track changes
The Functional Resources are now (I think) in line with the latest 
discussions. The list names will be represented by a string and will not 
be attached to any Functional Resources when used.

I uploaded the following documents under the "Working material/Functional 
Resources" folder:
"201206 Object Identifiers - Framework Annex C.ppt" Updated Annex C 
presentation
"20120617 CCSDS Candidate Monitored Data OID Representation.xls" Corrected 
Functional Resources and associated parameters with their OID.

I will now start updating the ASN.1 and the Monitoring Data Service 
"Operational Scenario Implementation" that I drafted a month ago.
