[Css-csts] CSTS Framework new draft - Return Services only

Dear all,

Following our agreement in Boulder I removed from the Framework
Recommendation all references and descriptions of Forward procedures. I left
however the paragraphs header for the procedures to come. I also included all
comments received so far.

I uploaded the new draft of the document on the CWE under "CWE
Private/Framework and Concept" (2 files: Word files with track changes, PDF
file without track changes).
