[Css-csts] Framework Book - Uploaded December Version

Dear all,

I just uploaded on the CWE the following documents:
   921x1r2[Draft 201212] - Return Services.doc --------> New version of the
   framework
   921x1r2[Draft 201212-  asn1 201212.asn --------> checked ASN.1 syntax
   921x1r2[Draft 201212] - ASN.1 Track Changes.doc --------> ASN.1 track
   changes since September

The Framework has been updated with all comments received before and after
the Cleveland meeting.
The last comment refers to the requirement C.5 (Appendix C) which needs to be
replaced by an Appendix. John offered to draft it between Xmas and New Year.
