[Css-csts] Framework - New draft - Input to our meeting

I uploaded the latest version of the CSTS Framework on the CWE with the
following files:

Unfortunately I did not have time to implement some of the comments. The
status is described in the document "201110 Framework RIDs.doc" (Thanks to
Martin Karch who managed the RIDs).
