[Css-csts] testing?

Dear Margherita,

The NASA implementations of the Monitored Data Service and the updated Proto-Framework Service are ready for inter-operability testing.  What is the status of the ESA implementations?

Do we need to do a "connection check" before testing?  If so, can we get that going?
