Regarding RID #TJR-13:

I forgot to include authentication in the sequence.  It would occur immediately after successful decoding.

John Pietras pointed out that the response (by the receiver of a PDU) must take into account the current service state.  In particular, for security reasons, the Provider is silent (i.e. no response) in response to some error conditions while the service is Unbound.  So, the actions specified in the sequence of RID #TJR-13 would have to be modified in some way.  Perhaps the sequence would be used to determine the "quality" of an incoming PDU, and then the action taken would depend on a combination of the PDU-quality and the current service state.  If time permits, I will look into this a bit more before our meetings.
