[Css-csts] Secretariat version of the Framework Specifications

Dear all,

In November 2009 we submitted to Secretariat the version 0.21 of the
Framework. In February I received the reviewed document.

I just uploaded this new version on the CWE site under the "CSTS Framework
and Concept" directory.
The file name is "CSTS Specification Framework 0.21 - 921x1r0[working].doc"
