[Css-csts] Successful Monitored-Data Service testing

Dear WG members,

CNES and NASA performed inter-operability testing of the Monitored-Data Service today.  Initially there were problems with improper values for Object-IDs and improper use of the extension-parameter structure.  Once those problems were fixed, all tests were run, and all tests were completed successfully.

The test report has been uploaded to our private area on the CWE (Future Services Using  Toolkit / Monitored Data Service).
