[Css-csts] Editorial update of MD-CSTS on CWE

CSTSWG colleagues ---

The draft MD-CSTS specification has been updated to version 11a on the
CWE. The previous version had initial caps for the object identifiers in
Annex A, in violation of ANS.1 naming conventions (thanks yet again for
the unwanted help, Microsoft Word!). The error was discovered by Tim as
he attempted to compile Annex A.
