[Css-csts] Editorial change to Framework spec

Hi Yves,

There is a sentence in version 0.19 of the Framework spec that I'm pretty sure is no longer true (and should be removed):

4.5.2.1  Note - This procedure does not define the syntax of the data to be transferred.

If 4.5.2.1 is no longer true, then section 4.5.2.1.1 should also be deleted.
