[Css-csts] PEER-ABORT table missing Standard Operation Header parameter

Yves,

In Framework R-0.17, table 3-5, PEER-ABORT Operation Parameters, is
missing a Standard Operation Header (unconfirmed) row.

 

Also, for consistency and clarity, the Standard Operation Header row in
Table 3-8, TRANSFER-DATA operation, should probably be "Standard
Operation Header (unconfirmed)".
