[Css-csts] major progress on inter-operability testing

Dear WG members,

We made a lot of progress today.  'Bind' was successful, 'Start' was successful, lots of data and a notification were delivered, 'Stop' was successful, and 'Unbind' was successful.  A file was received, and it looks to be correct (formal validation will have to wait until tomorrow, but it looks like 16,500 lines of valid TDM data).
