In the ASN.1 (R0.20), the OIDs for servicesIdentifiers and protoIdentifiers
are under the framework OID on the OID tree.  Both the modules OID and the
protoIdentifiers OID are the same ({framework 1}).

csts                          OBJECT IDENTIFIER ::=   {iso 3 112 4 4}

framework                     OBJECT IDENTIFIER ::=   {csts 1}
services                      OBJECT IDENTIFIER ::=   {csts 2}
.
modules                       OBJECT IDENTIFIER ::=   {framework 1}
.
.
protoIdentifiers              OBJECT IDENTIFIER ::= {framework 1}
.
.
servicesIdentifiers           OBJECT IDENTIFIER ::= {framework 2}



The servicesIdentifiers and protoIdentifiers OIDs should be under services
instead:

protoIdentifiers              OBJECT IDENTIFIER ::= {services 1}

.
servicesIdentifiers           OBJECT IDENTIFIER ::= {services 2}
