[Css-csts] Berlin TD-CSTS briefing on CWE

This briefing summarized the outstanding issue with using the TD-CSTS to
transfer tracking data in a form compliant with the Tracking Data
Message Recommended Standard, and presented some options for resolving
the issue. The result of the meeting is that the next stage of
investigation will focus on seeing exactly how "verbose" a TDM would be
if it repeated the metadata for each tracking data measurement (the
approach favored by the NavWG). If the resulting TDM can be streamed
with acceptable bandwidth and carry tracking data measurements sampled
as fast as once per second (or perhaps once per every 5 seconds), then
the TD-CSTS will adopt this simplest approach.
