[Css-csts] Comments on Section 2 of the v0.13 CSTS Framework draft

Attached are some comments on section 2 (Overview) of the 0.13 draft
version of the CSTS Framework. Overall, I found the section easy to read
and hitting the major points that should be made. 

I am not proposing that we try to review these comments in tomorrow's
telecon.
