Dear John,
Thank you for havong pointed out to this inconsistency. The recorded
buffer contains the TRANSFER-DATA and the synchronous events.
Please find below the proposed updated text:
5.6.2.3.3 For complete delivery mode, the service provider shall read data
from the recorded buffer. The stored information shall be a TRANSFER-DATA
invocation and synchronous events or the equivalent thereof
5.6.2.3.10.9 When a START operation is invoked in the context of a
complete delivery mode service instance, the service provider shall
extract TransferDataInvocation and synchronous events records from the
recorded buffer and insert them into the transfer buffer. Such extraction
shall begin with the TransferDataInvocation record in the recorded
buffer with the earliest data generation time that is equal to or later
than the start generation time designated in the START invocation.
Subsequent TransferDataInvocation and synchronous events records shall
be extracted from the recorded buffer and inserted into the transfer
buffer in the same order in which they were originally generated or
received.

The requirements for buffering data in the Recorded Buffer are
inconsistent in the latest draft version (v0.12) of the Procedures
Definition.
Sections 5.6.2.3.3 and 5.6.2.3.10.9 state that only
TransferDataInvocation records are stored in the Recorded Buffer.
However, section 5.6.2.3.8 requires that "Upon the occurrence of any of
several events that cause a change to or disruption of the data being
provided to the service instance, the service provider shall store a
synchronous notification record of the event IN THE BUFFERS [capitalized
emphasis mine]", and section 5.6.2.3.10.8 states "For complete delivery
mode, when the communications service provider has accepted the
TransferBuffer PDU, the service provider shall clear the transfer buffer
and resume removing data AND THE SYNCHRONOUS NOTIFICATIONS [capitalized
emphasis mine] from the recorded buffer ... ".
Does the Recorded Buffer contain only TransferDataInvocation records as
specified in sections 5.6.2.3.3 and 5.6.2.3.10.9, or does it also
contain synchronous notification records, as stated in sections
5.6.2.3.8 and 5.6.2.3.10.8?
