[Css-csts] Draft 0.12 of the Recommendation

Please note that I uploaded the draft 0.12 onto the CCSDS Web site.

The main changes are the following:
Merge in the main book of the following procedures: Information Query, 
Unbuffered Data Delivery and Cyclic Delivery.
Reviewed the association handling as discussed in Heppeheim.
