[Css-csts] CSTS - Draft Recommendation - Association & Buffered Data Delivery procedures

Dear members of the CSTS,

I uploaded the newest draft version (0.9) of our Recommendation in the
directory "CWE Private\SLE Toolkit Procedures\CSTS Procedures Definition
Recommendation 0.9.doc".

This newest version contains the following information:
   Section 1, Introduction: updated with the agreed terminology discussed
   during the July teleconference.
   Section 2, Overview: not updated. This section will be revised once we
   will have a greed on a suitable model.
   Section 3, Common Principles. Rearranged/rephrased whenever required.
   Section 4, Common Operations. Updated with the comments received since
   Colrorado Spring. Some comments have been left with a proposed answer.
   Section 5, Association Control Procedure. I copied the text prepared by
   CNES. I completed the Provider state table and added 3 tables for
   completeness (Event description references, Predicate description,
   Compound action definitions)
   Section 6.1, Buffered Data Delivery Procedure. As a consequence of the
   received comments, I updated the procedure and the main changes are:
   1. Data Buffer is renamed Recorded Buffer
   2. Timely mode is renamed Real-time.
   3. The complete mode (covering off-line and complete on-line) reads the
   data from the Recorded Buffer to fill the Transfer Buffer.
   4.   The complete mode stores all events. Currently (SLE) the event are
   not stored for off-line delivery
   5.   Provider state table
   Annex A contains the Service Provider State as discussed in Colorado
   Spring
   Annex B contains the Production status states.
   Annex C, ASN.1. Not yet updated. Will be updated before our October
   meeting
   Annex D to G not yet updated.

I hope you will have time to read it and prepare comments. In case you have
comments before the meeting do not hesitate to send them to me.
