[Css-csts] Guidelines for Specification of Cross Support Transfer Services

Members of the CSTSWG ---
I have uploaded to the CWE CSTS workspace the document 
CSTS Guidelines_W0.01.doc, which contains the draft White Book
"Guidelines for Specification of Cross Support Transfer Services". 

This document:
a) Updates the previously-prepared "guidelines" material to reflect
comments received at the Colorado Springs meeting and from subsequent
comments; 
b) Adds new material that specifies the content of a derived CSTS
specification. This material was drawn primarily from my experience in
drafting the July versions of the Monitored Data CSTS White Book; and 
c) Puts all of the material into the form of a White Book, as part of
its progression to a Recommended Standard.

The document still contains a number of TBSs and TBDs, but I think that
it contains enough significant content that I wanted to distribute it
with enough time to allow the CSTSWG membership to review it prior to
the Fall meeting (only a few short weeks away).
