[Css-csts] CSTS Draft Recommendation 0.11

Dear all,

I uploaded the draft 0.11 of the CSTS Recommendation in the "SLE Toolkit
Procedure" directory.

Please find below a summary of the changes:
   Sections "1.6.2 Nomenclature"  and "1.6.3 Conventions" added
   Section 4.3 Common Operations - General Considerations added
   Section 4 updated with comments received and with latest operation
   Section 5.3 Procedures- General Considerations added
   Section 5.4 Association procedure: Updated
   Section 5.6 Buffered Data Delivery: Updated
   Annex A - Service provider states - In line with latest discussion
   Annex C - ASN.1 major rework to reflect the operations and procedure
   definition.
   C.1.11: Defines how extensions are mapped to ASN.1
   The ASN.1 passed the OSS syntax parser.

What is missing:
   Text for the following procedures:
   Information Query
   Unbuffered Data Delivery
   Cyclic Report
   Throw-Event
   Data Processing
   Notification
   Section 2
   Probably various updates here and there.

The document is at the moment less than 140 pages and probably once completed
less than 200 pages. Considering this volume is it worth splitting it into 4
individual documents?

The hidden text has been found by one member of the group and is still there.
