[Css-csts] comment on Procedure Definition document

Hi Yves,

Will you please insert a comment into section 4.12.1.3 of your Procedure
Definition document? Section 4.12.1.3 specifies that the Notify operation
is only valid after a successful START. I suggest removing that
restriction.

As one example of a situation where a NOTIFY is needed prior to starting,
consider what happens when the Data Processing procedure enters the
'blocked' state due to the provider's Production Status changing to
'interrupted'. The user might issue a STOP invocation to return to the
'inactive' state. At that point, the user would hold off on issuing a START
invocation until it received a NOTIFY indicating that the Production Status
returned to 'operational'.

Best regards,

Tim Ray
