[Css-csts] RAD spec uploaded

Dear Tim,
I uploaded your document.
There is a directory for "future Services". The RAD document should go there.
Could you please also download the Word version.

I note that the document is from March 2004, seems to be an adaptation of the
SLE documents and does not make use of the CSTS approach (procedures and
operations).

Could you please clarify the approach for this service.
