[Css-csts] more generic approach to state changes

Hello all,

 

In running the Blocked/Unblocked operations by my co-worker Jeff Condron, he
suggested a more generic solution for keeping the User aware of the
Provider's state - add an operation "New-State".  So, instead of one new
operation for each state (e.g. Blocked, Unblocked; or Running, Interrupted,
Halted), use one generic operation:

            New-State <which_procedure> <new_state>

 

For example:

            New-State  Data-Processing-Procedure  Interrupted
