[Css-csts] User-side state tables?

Hello all,

To my knowledge, nobody has taken a crack at defining User-side state table
logic for CSTS.  I'm concerned that we will have two big problems:

1) The existing Provider-side state table logic will be difficult to
validate.

2) Implementers of the User side will have a hard time figuring out what is
required of them (as I did when implementing the User side of the SLE
Forward CLTU protocol).
