[Css-cssm-info] Publication of Terrestrial Generic File Transfer (TGFT) standard

For your information, CCSDS has recently published the Terrestrial Generic File Transfer (TGFT) standard.  TGFT specifies a standard mechanism for transferring files and associated metadata between space agencies.
