[CSS-CLOUD] CDDS Blue Book Draft 1 and Concept Book Draft 1

Dear CDDS Colleagues,
In preparation of our next teleconference on December 10th, the CDDS Concept Book and Blue Book have been updated and are now available for your review. The CDDS messages have been aligned while the BB has been updated, it was quite useful to define the CDDS Service Models in the regard.

Please find a summary for the two books below. When commenting, please use the version on CWE (no copies please).
