[CMC] [CCSDS-SIS] Charter of the new MIVA group (merge of MIA and VOICE)

Hello Sami,

as just agreed now in CESG (Daniel in cc), the charter of the new MIVA group has been approved from a technical standpoint so that the final approval is now on CMC. I'm attaching again the charter for any additional discussion you may want to have with the other CMC members during the forthcoming CMC meeting.
