[CMC] Request for participation in the SOIS-WIR WG

Dear Kevin,

Jean-Luc Issler, senior expert in RF space transmissions at CNES and since several years member of the SLS-RFM WG, wishes to join the SOIS-WIR WG. Jean-Luc's biography is presented below.
Jean-Luc Issler is a senior expert in RF space transmissions, for TT&C, HDR-TM, proximity links, and PNT. He is with CNES since 1990. Between 1996 and 2004, he was head of the "Radio Navigation" department, then of the "signal processing and Transmission Techniques" department between 2004 and 2009, and then of the "Instrumentation Telemetry & telecommand and Propagation" department.   He was also technical responsible of many flight TT&C, HDR-TM, ISL and PNT equipments, and hold 12 patents in transmissions. He participate to CCSDS standardisation of the physical layers since 2009, and represents CNES at SFCG since 2016. Since 2017, he is Senior Advisor in the Radio Frequency directorate, to mostly provide technical supports to his CNES colleagues and for international collaborations in RF transmissions and optical transmissions. He his also technical responsible of the CNES Purchasing Policy related to CNES electronics flight hardwares and related test benches. Issler was a member of the european team which developed the signalling technology for Galileo, Europe's global navigation satellite system (GNSS). He has received the AAAF Astronautic Prize and the EADS Science and Engineering Prize of French Academy of Sciences. He is a winner of the European Inventor Award  2017 in the Research category<https://www.epo.org/news-events/events/european-inventor/finalists/2017/lestarquit.html>, and is jury member of the 2020/2021 European Inventor Award.
As CNES delegate, I ask you to accept Jean-Luc's membership to the SOIS-WIR WG. As such,  Jean-Luc will participate to the technical meetings in May. Thank you in advance to add his address in the mailing SOIS-WIR WG list.
