Dear CMC members, dear James,
you may recall that recently the MOIMS AD reported an issue with the SM&C
Working Group. Namely the fact that some members of that WG claimed an
overlap between the recommendation that they are producing (the MO
Services) and the the OMG (proposed) standard C2MS.
This has been outlined at the CMC Meeting in Beijing.
I (try to) summarise here following the issue:
1) The SM&C working group discussed potential overlap during the
Gaithersburg meeting. No agreement could be reached: the NASA chair
believed there was no overlap, the members of the WG (DLR, CNES, ESA,
including the ESA deputy chair) believed there was significant overlap.
2) MOIMS AD/DAD presented the issue at the CESG meeting in Gaithersburg.
The CESG requested that a TN detailing the overlap is produced by the SM&C
WG. It was also agreed that MOIMS AD, in his role as CCSDS liaison to OMG,
gives a head up to OMG that a TN is being produced.
3) The OMG decided not to consider the head up that had been provided by
the CCSDS liaison. The OMG Space Domain Task Force forwarded the C2MS
specs to OMG management for approval.
4) The SM&C WG (except the NASA chair) produced the technical note, which
has been sent to the CESG for comments.
5) the a.m. Technical Note, is attached to this e-mail for your
information and comments.
The plan of actions is that the CESG will assess the TN , and the relevant
comments will be discussed at the CESG Telecon on 5th September.
The outcome will then be forwarded to CMC, for further discussion and
decision.
Given the fact the OMG already proceeded with the C2MS, the above
discussion may look superseded by facts. Still, for the sake of coherency
and for completeness of information, the OMG should receive such TN, in
case there will be consensus on that within CCSDS.
I will address this further at the CMC Telcon on 22 August.

As per CESG Action Item from the Gaithersburg meeting, please find
enclosed the Technical Note describing the overlap between the CCSDS MO
Services and the OMG (proposed) C2MS. The TN has been produced under DLR
leadership and it is fully supported by CNES and ESA. I would appreciate
your comments before sending the TN to the OMG as agreed. Please provide
any comment you may have before 31Aug18.
