Bonjour CMC Members,

On the CNES side, we also believe the DAI WG report is a good basis for the definition of future works in the data preservation domain.
Still draft at this stage, we believe this will be consolidated and matured before the time when the corresponding projects will need be approved.

All DAI standards and best practices have been adopted by CNES and are used in CNES projects.

CNES has been continuously supporting the DAI WG together with some French user communities. Initially high, this support has been reduced some time ago due to several reasons (persons and priorities).
Our plan is to continue our support, still at a moderate level, after the publication of the standards currently at work. This position is likely not to be revisited in the short term as priorities are not as high as in the past on this WG.

We support the idea to extend the participation to the ISO communities in interest, as was already done in the past.
Of course, the convergence with these communities has to be established with respect to the global vision / need of protocols and the requirements in their corresponding disciplines.

Dear CMC Members,

Consistent with the related discussions we had in our last meeting held in Rome, last Fall, on behalf of INPE, I wish to express our preliminary agreement
with the terms of the CCSDS MOIMS Area DAI Working Group Report Proposed Resolutions to CMC, which resulted from their recent meeting held in San
Antonio, TX.

It is opportune to remind that CCSDS OAIS main document (and related ones suite of documents), that I am aware of, has been, consistently, the most
successful CCSDS generated document, far outside CCSDS naturally observed reaching among space faring nations. Against CCSDS original expectations,
OAIS and related documents have consistently been a truly far reaching recommendation among those of the respectable worldwide community who really
care for far reaching, lasting and structured, cross-supportable and interoperable information preservation, ingestion and access.

In fact, more frequently is being heard from some of the respected expertise that they are recognizing that information preservation is gradually becoming
such a terribly complex (burden) issue that it is demanding an increasing fight against time in many fronts (space missions is, solidly, not out of this context)
with a trend to get out of control. Some of them say that it is already occurring, to some worrying extent. They are getting more and more afraid that time
may not be too far when the information may be available but no one can be found to be in a condition to have a comprehensive, (cost) rewarding access
to them. After all, it is always opportune to remind that space missions, at least, most of them, are (cost and purpose) justified by the new information they
may generate.

I also read the report and I think that is very good
We from DLR are supporting the WG with an external person (University of Hagen)
We have several groups working with that theme, but any of them have interest to work with standardization as I mentioned in previous meetings.
I know that Eumesat is / was using the standard at least for the EPS mission, that were supported from DLR as well
But I am not aware that is used in other group.

Dear CMC members,

I have read the DAI WG Report and I consider it adequately answers the questions that we as CMC posed on them. Remember that CMC's  motivation for requesting the DAI WG report was twofold: i) to answer to their request for support addressed to CMC, we wanted to better understand the present work and future plans in order to be able to confirm such support ii)  to confirm that CCSDS is playing the relevant role expected from it in the ongoing unprecedented data revolution that is starting to drive the exploitation of space.

In my view the report is very convincing on both aspects. I have learnt that the WG has made great achievements in the past, in particular by issuing the CCSDS Open Archive Information Systems (OAIS) standard that is being used worldwide not only for space (it is being used in ESA for our Earth Observation data archive) but also non-space. I would be interested in knowing if your Agencies are also using the OIS standard.

The report is proposing a CMC Resolution and an Action on CMC (see below) and I would like to make sure we can come to a good decision at the upcoming CMC meeting; I therefore would appreciate if you could read the report and share with your CMC colleagues your first impressions before the meeting.  I would also like to move this point on the agenda to13th or 14th June (since I will not e participating on 16th June).

Regarding funding for the WG, ESA is looking for ways to support this WG in view of its relevance for long term data preservation ad digital agenda aspects. I hope you can make up your mind on this point of resources also so that we can communicate the outcome of our decision to the WG.

Proposed CMC Resolutions:
(1) The CMC recognizes the notional architecture as proposed by the DAI WG as a good basis for planning their future work in the digital archive arena.
(2) The CMC recognizes that for the work of the Digital Archive Ingest Working Group, it is important for the ISO participation to be encouraged during the CCSDS Agency Review phase, in order to avoid extensive delays and rework in later ISO review phases. The CMC also recognizes that it is critically important to support this work for the Digital Preservation community much broader than the nominal participation of the CCSDS space agencies. The CMC therefore resolves to express support for the inclusion of the ISO community, and resolves to commit to an inclusive and transparent review process for the future DAI WG projects in standards for Digital Preservation.
Action to the CMC delegates: (Unless their agency is already participating in the DAI WG) Please provide to the DAI WG the names and email addresses of:
1. Personnel in your space agency that are working in digital preservation or archives.
2. Personnel in your nation’s archives or library organizations that have responsibilities for digital preservation.

The DAI WG will contact them to ensure they are aware of CCSDS standards for digital preservation, and for them to consider participating in the DAI WG telecons, or to simply to suggest coordination when DAI WG personnel are visiting in the area (Such as ASI attendance at the last CCSDS meeting in Rome).
