[CMC] Action Items and Resolutions

Dear all,

Please find hereafter some JAXA responses to the CMC Action Items:

"Action Item on the CMC Members to identify what their agencies need for cross support for AOS uplink in the future."

JAXA response = This needs has not been identified in JAXA as of today.

"Action on the CMC Members - Each member should contact their agency to determine what the best opportunity is for discussing commercial participation with industry. To see how the CCSDS may engage more industry partners to develop space data system standards. CMC members will report during the mid-term teleconference. Due Date - Mid-Term Teleconference (September)."

JAXA response = JAXA has already approached and is planning to further approach industries through the following opportunities where industries are participating in;
 - ISO domestic committee for SC14 (already approached)
 - ISO domestic committee for SC13 (not yet)
 - JAXA standards committee for CCSDS (not yet)

Regarding the ISO domestic committee for SC14, we heard from industry participants the opinions similar to what mentioned by CNES e-mail below. JAXA follows this subject by hearing more ideas from the committee members through e-mail surveys.

Here below are a couple of CNES replies to CMC Action Items:

CNES answer = no such need identified for CNES.

"Action on the CMC Members - Each member should contact their agency to determine what the best opportunity is for discussing commercial participation with industry. To see how the CCSDS may engage more industry partners to develop space data system standards. CMC members will report during the mid-term teleconference. Due Date - Mid-Term Teleconference (September)."
CNES answer = Industry participates on their own funds as Associates when there is a special interest on some of the woks of CCSDS ; this applies for domains where a potential market exists and COTS may be needed. Most of the work in CCSDS Is considered for long term usage and limited production. It is unlikely "more industry partners" are interested with a global involvement on all areas.
Within ECSS, European Agencies and Industry are conducting common works to develop European standards. The domain of Space Data System is coordinated to avoid duplication with CCSDS but there is not enough interest to actually involve more European partners in CCSDS works.
CCSDS could investigate the reasons why the NewSpace companies use some or do not use other CCSDS standards, as an indicator of the commercial efficiency (technical and cost) of the CCSDS standards.
