[CMC] SEA Resolution

Dear CESG and CMC,

Here is the formal resolution for the SEA SAWG architecture green book.  This was discussed and agreed by voice vote during today's joint meeting.

There are other resolutions that we discussed but did not finalize, and I will deliver these in the next days.
