[CMC] Action CMC-A-2013-12-04 Open Source SW repository including cloud based interoperability testbed

Dear all,

The CESG has selected as best candidate the SLDS (Space Link Data 
Security) Extended procedures for a cloud based approach for 
interoperability testing. This choice is very useful for testing of 
security solutions at several levels because it removes the need for 
establishing what amount to "controlled security holes" in various 
firewalls in order to do testing.  This, in itself, should lower the 
barrier to testing. 

By running this pilot project several current concerns will be addressed:
Readiness of prototype SW for a cloud type license
cloud resources and its potential performance implications
cloud vendors and potential restrictions to work will all CCSDS Agencies
Use cases an potential fit for cloud computing 
Feasibility of an open source repository
