[CMC] CMC-P-2015-05-003: Conditions on forming the MP&S Working Group

Dear Jean Marc and Juan,

please find below the MOIMS answer to your conditions.

The MOIMS accepts the conditions put by CNES and ESA and recommends to 
implement them as follows:
1. The Mission Planning and Scheduling Working Group is created
2. The GB will appear on CWE  as an approved project
3. The BB will appear on CWE as a draft project.

By definition, a draft project requires a CMC poll, thus fulfilling CNES 
and ESA conditions.

Please confirm that the above meets your conditions.

ADOPT PROVISIONALLY (i.e., if stated condition is satisfied) 
CNES approves the creation of the WG and the GB project but, as the BB is 
planned in 2018-2019, it is not possible to commit on resources such a 
long time in advance. 
Therefore, CNES supports ESA proposal for a Go/NoGo decision after 
completion of the GB. 
    
ESA  Miro Juan 
ADOPT PROVISIONALLY (i.e., if stated condition is satisfied) ESA confirms 
its support to the creation of MOIMS Mission Planning and Scheduling 
Working Group and will support with adequate resources the ESA role as WG 
chair and member. ESA also authorizes the project for the production of 
the Mission Planning and Scheduling Green Book and will deploy 2 WM for 
its production (1 in 2016 and 1 in 2017). 
ESA proposes a checkpoint at completion of the GB for the CMC to approve 
the project Mission Planning and Scheduling Blue Book and confirm the 
resources required for its production
