[CMC] CCSDS Project System Change - Book Types no Longer Editable for Approved Projects

Dear CMC and CESG,

Within the CCSDS Project system, Book Types (Color of Books) will no longer be editable once a project has been “Approved” by the CMC.  All “Approved” projects which require a "Book Type" change will require a CMC Poll for approval.
